OLD DOMINION
SPEEDWAY
NASCAR WHELEN ALL-AMERICAN SERIES LMSC
2008 RULES AND REGULATIONS
Version ODSLM2008.A Effective 5/1/08
PRINTABLE
VERSION - LMSC RULES
The LMSC division is Old Dominion
Speedway’s premier division. The cars are to be prepared in
accordance with the 2008 NASCAR Rule Book, section 20F, and any
NASCAR Technical Bulletins released which effect the LMSC division.
These rules are subject to amendment at any time when notice has
been given. Notice shall be deemed effective within two (2) weeks of
the rule amendment and posting of the rule change by Old Dominion
Speedway (ODS).
NOTE: In an effort to reduce costs
and improve competition for the 2008 season, ODS will run cars
meeting the 2008 LMSC or 2008 Grand Stock Rules and Regulations
together in a track division to be known as “ODS Late Model.”
Performance will be monitored closely and adjustments made as
necessary to maintain parity. Engines will be subject to tear-down
for tech inspection. 2008 LMSC and 2008 Grand Stock division cars
will be required to meet the shock absorber requirements set forth
in paragraph 12.3 of the 2008 ODS Grand Stock division rules
effective May 1, 2008.
In 2008, starting inversions for
the ODS Late Model division will be based on the average number of
points earned by qualified entries over the previous three (3)
races. The winner of the last race will start in sixth position. The
top qualifiers will then be inverted for the remaining positions
with the entry with the highest average in fifth position, the next
highest in fourth, and so on. If a qualifier missed one of the three
previous events, the inversion calculation will assume win points
for that event.

ENGINE
5.1 Carburetor -
Late Model Stock Cars with built engines must run a Holley 500 HP
2-barrel carburetor, part number 080583-1. This carburetor
must remain as manufactured. The only changes allowed will be
to change jets, power valve and the screw-in air bleeds in the top
of the carburetor. Cars running a built engine with a 500 carburetor
will be required to weigh a minimum of 3100 pounds with a minimum
right side weight of 1400 pounds.
5.2 Restrictor Plate – All cars
must run a restrictor plate issued by ODS between the carburetor and
intake manifold. A one-piece, two-hole paper gasket, maximum 0.065
thickness that matches the exterior dimensions of the carburetor
base plate, must be installed between the carburetor and the
restrictor plate. A one-piece paper gasket, maximum 0.065 thickness
must be installed between the restrictor plate and the intake
manifold. The gasket must not be larger than the top of the intake
manifold. Any modification to the restrictor plate will result in
immediate disqualification of the car and a 50 point penalty to the
driver.
5.3 OPTIONAL CRATE ENGINE
RULE
Cars running the crate
engine will be required to weigh a minimum of 3100 pounds with a
minimum right side weight of 1400 pounds.
A. GM Part #88958604 is approved.
Ford part # M-6007-351S is approved. Cars running the optional crate
engine are permitted to run different manufacturer’s engines in
different manufacturer’s bodies.
B. Optional crate engines must be
purchased and sealed through the race track that you plan on running
at.
C. At the time of purchase, the
track will seal the engine with a track seal and record seal #'s and
other information. This information will be shared between all the
tracks in case a car from another track wants to run at another
track.
D. Any Engine that is not sealed
by a race track will not be allowed to race.
E. All crate engines must run an
H.E.I. type ignition with an internal built-in rev limiter (maximum
allowed is 6500 RPM) and the coil must be mounted on the engine side
of firewall as close as possible. No amplifier boxes allowed.
F. Engines must remain as they
come from the manufacturer, no changes (rocker arms - harmonic
balancers etc.)
G. Carburetor Allowed: Holley 500
HP 2-barrel carburetor, part number 080583-1. No carburetor spacer
permitted. Stock out of box, only change that can be made is to the
power valve and jets.
H. Restrictor Plate – All cars
must run a restrictor plate issued by ODS between the carburetor and
intake manifold. A one-piece, two-hole paper gasket, maximum 0.065
thickness that matches the exterior dimensions of the carburetor
base plate, must be installed between the carburetor and the
restrictor plate. A one-piece paper gasket, maximum 0.065 thickness
must be installed between the restrictor plate and the intake
manifold. The gasket must not be larger than the top of the intake
manifold. Any modification to the restrictor plate will result in
immediate disqualification of the car and a 50 point penalty to the
driver.
I. Clutch and Flywheel - Refer to
NASCAR LMSC 2008 Rule Book
J. Refer to NASCAR LMSC Rule Book
for Engine Exhaust System - must have maximum tube size 1-5/8
5.4 CRATE ENGINE RULES AND
PENALTIES
A. If the engine/seal numbers/etc.
are not in the main database, that competitor will not run. If it is
not sealed or not sealed with the agreed upon seal of the southeast
speedways, they will not run. A competitor without the southeast
speedways' sealed crate engine will have the option to rent, borrow,
or buy (depending on the speedway the competitor is attempting to
race at) a sealed crate engine from that speedway.
B. All crate engines must run an
H.E.I. type electronic ignition with an internal built-in rev
limiter (maximum allowed is 6500 RPM) or a dual-point ignition. The
coil must be mounted on the engine side of firewall as close as
possible. No amplifier boxes; no MSD boxes; no magnetos. (Mel's
Ignition is recommended.)
C. Balancers must be original.
They cannot be changed. Timing covers MAY NOT be changed. Everything
must be the original. NO EXCEPTIONS.
D. If during technical inspection,
at any time, a racer's crate engine is found to have been altered,
tampered with, opened, resealed, or wrong for any reason what so
ever (and there is no explanation of it in the master database), the
engine is illegal. The penalty for this is as follows:
1st Infraction
Disqualification of that race - 0
points, $0.00 in prize money won during the race, including, but not
limited to Pole Award; NASCAR suspension of the next (2) race
weekends at that participants home track (for example - if Tom Smith
is suspended for 2 races and the next 2 races are rained out, Tom
Smith will remain suspended until 2 points events have passed where
racing has occurred at that speedway. This allows for the
possibility of Tom Smith missing 4 races.); probation for the
remainder of the current season; and a NASCAR Fine of $1,000.00. The
racer will not be allowed to race at any NASCAR track until the fine
has been paid.
2nd Infraction
Disqualification of that race - 0
points, $0.00 in prize money won during the race, including, but no
limited to Pole Award; NASCAR suspension of the next (4) points
events at that participants home track (see above example of Tom
Smith; he may now miss 8 races); probation for the remainder of the
current season; and a NASCAR Fine of $2,000.00. The racer will not
be allowed to race at any NASCAR track until the fine has been paid.
3rd Infraction
Disqualification of that race - 0
points, $0.00 in prize money won during the race, including, but no
limited to Pole Award; NASCAR suspension for AT LEAST the remainder
of the current season; and a NASCAR Fine of $5,000.00. The racer
will not be allowed to race at any NASCAR track until the fine has
been paid and a sufficient amount of time served for suspension has
passed. Once that racer returns, he/she will be on probation (length
to be determined).
ADDITIONALLY, each time a crate
engine has been found illegal, that track will confiscate the
engine. The engine will be unbolted at the bell housing and removed.
Everything, including, but no limited to, the carburetor, engine
mounts, clutch, belts, air cleaner/filter, and the oil pan will be
removed from the racecar and confiscated by the track. IT WILL NOT
BE RETURNED UNDER ANY CIRCUMSTANCES.
E. If a carburetor does not pass
technical inspection after the race, the racer will be disqualified
for that night and forfeit all points and prize money. The racer
will receive 0 points and $0.00 in prize money. The carburetor will
be confiscated by the track and will not be returned. A $500.00
NASCAR fine will be levied. The racer will not be allowed to race at
any NASCAR track until the fine has been paid. If a carburetor does
not pass technical inspection after Qualifying, but BEFORE the Green
Flag, the carburetor will be confiscated, a $500.00 Track fine will
be levied, all winnings up to that point will be forfeited, and the
racer will start at the rear of the field. The racer will not be
allowed to start the race that night or any other races at a NASCAR
track until the $500.00 fine has been paid. (The only things that
can be changed on the carburetors are the power valves and jets. If
anything else is different, then the carburetor is illegal.)
F. Carburetor Claim/Exchange. Any
racer that finishes in the Top 5 will have the option to claim
another competitor's carburetor that finished in the Top 5 that same
race. The claim fee is $200.00. Both carburetors must pass technical
inspection before exchanging. If a claim exchange is approved, both
carburetors must be left at the track and at the next race, the
Track Officials will ensure that the carburetor are put on and run.
The Track reserves the right to deny any request for a
Claim/Exchange.
Additionally, the owner of the
claimed carburetor may opt to have the claimer buy his carburetor
for a fee of $700.00. (This forfeits the $200.00 Claim Fee & the
driver of the claimed carburetor will not receive the other's
carburetor.) The Track reserves the right to deny any request for a
Claim.
Speedway
reserves the right to an exchange at
any time during the night with any competitor. This will be a
straight exchange with no money switching hands.
G. There will be no claim or
claim/exchange on the crate engines by competitors. The track has
the right to pull an engine and check it at any time. If it is
wrong, the above penalties will apply. If it is right, the Track
will return the engine in a timely manner. The track reserves the
right to impound anyone's car or any part of anyone's car for the
purpose of technical inspection. If a racer refuses to allow his car
to go through technical inspection, then the track will impound the
car until the racer agrees to allow his car to be teched.
5.5 Crate engines may be freshened
through the racetrack. The engine will be worked on by the track’s
designated engine builder and resealed by the track before being
returned to the competitor. The track reserves the right to refuse a
request for a refresh. Engines that have obvious problems, oil
pressure, valve train, etc. can be fixed within this refresh rule.
Under NO circumstances will the engine be re-bored. A typical
refresh will involve replacement of the following parts: bearings,
rings, gaskets and valve springs and a GM factory finish applied to
the valves / valve seats. Additional parts may be replaced if wear
is noted. The engine will be resealed by the track and dyno tested
before it is returned to the competitor.
6.
Car Weight After Competition
Cars must weigh a minimum of 3100
pounds with a minimum right side weight of 1400 pounds with the
following after race weight allowance for fuel and fluids consumed.
The weight allowance will be seven tenths (.70) pound per race lap
with no tolerance. Half of this allowance will be for the right side
weight requirement. In the event of twin races, the weight allowance
requirements will apply to each race on an individual basis.
Example: Twin 100 lap races. After the first 100 lap race, the
car’s minimum allowed weight is 3030. After the second 100 lap
race, the car’s minimum allowed weight is still 3030 pounds.
7. MIRRORS
7.1 A
side-mounted rear view mirror may be installed.
8.
Administration
8.1 All competitors should
read/review sections 1 thru 17 of the NASCAR 2008 Rule Book.
8.2 All competitors should
read/review ODS General Rules and ODS All Division Rules. Any
questions concerning these rules should be directed to a member of
the ODS technical crew.
